Highland Epoxy Flooring sells epoxy flooring in Big Bear Lake to a buyer who is usually nowhere near the garage — a family trust, an LLC, or a management company holding a vacation rental license on somebody else’s behalf. Twenty years in this trade has taught us that who signs changes the whole shape of a proposal.
The numbers are unambiguous about it. Of 9,722 housing units, 7,101 are classified for seasonal, recreational or occasional use, and only 1,227 single-family detached houses are owner-occupied year round against 8,254 detached houses standing. The addressable pool is far larger than the resident pool, but almost none of it answers its own door.
So the questions we get asked here are different. Not what flake color, but how the floor holds up under renter traffic, what the job costs in nights off the calendar, who lets the crew in, and what the warranty actually excludes. We write the proposal to answer those before it names a product.
A Licensed Roster Rather Than a Door-to-Door Canvass

What Registration Under Chapter 4.01 Certifies
Every rented house in the city is licensed one at a time under Vacation Rental Ordinance 2023-518 and Municipal Code Chapter 4.01. Registration runs $635 a year, requires a recorded deed or closing statement, entity documents where the owner is a trust or an LLC, and proof of current liability insurance.
A mandatory city inspection sits inside that process, the registration and inspection together take two to four weeks, and the home cannot be rented while it runs. Owners and agents also pass an annual 25-question certification exam at 100 percent, and licensees remit a combined 13 percent of gross receipts monthly as transient occupancy tax plus the tourism district assessment.
Two Licenses Per Owner and a Named Local Agent
Section 4.01.040(B) limits an owner to two licenses, with a narrow grandfather for holders of more as of September 16, 2021. There is no citywide numeric cap on licenses; a 2022 ballot measure that would have imposed one was defeated. So the inventory is a long list of small holders rather than a handful of large ones.
Section 4.01.060(F) then requires the owner or agent to appear in person at the property within 30 minutes of city dispatch to correct a violation. In practice that means an absentee owner keeps a local certified agent on call, and that agent is exactly the party we negotiate access, keys and scheduling with.
A Documented, Insured, Inspected Property Base
Taken together the ordinance turns a residential address into something closer to a commercial account. The property is insured, inspected, professionally represented and carrying a monthly tax obligation against a booking calendar, which is a very different negotiation from a homeowner deciding on a Saturday project. The decision goes through a process rather than across a kitchen table.
It also means the paperwork we produce has to survive review by somebody who was not on site. Slab moisture readings, the named surface profile, product data and written warranty exclusions all go into the proposal, because the person approving it is reading rather than watching. Photographs of the prepared slab go in the same file, since nobody on the owner side saw it bare.

Writing the Quote for an Owner Who Is Not There
Durability Under Renter Traffic, Not Appearance
A garage on a licensed rental takes traffic no owner-occupied bay sees: unfamiliar drivers, hot tire pickup from vehicles parked straight off a long climb, gear dragged across the floor, and de-icing salt carried in on tires every winter week. Wear here is a use pattern, not an accident.
So the specification leans toward mil build, a durable urethane topcoat and measured slip resistance rather than toward a decorative finish. The owner is buying years between service visits, and that is the number worth optimizing. Removal of a failed prior coating, where a previous owner rolled on a store-bought kit, is quoted as its own line of work rather than absorbed into a rate.
Downtime Priced Against a Booking Calendar
For this buyer the real cost of a floor is often not the invoice, it is the nights the house cannot be let while the coating cures. That makes the recoat window and the return-to-service time commercial figures rather than technical ones.
We quote them explicitly, including what happens if slab temperature or dew point moves the schedule, and we would rather give an honest range than a confident date we cannot hold on a mountain slab. An owner can plan around a range; they cannot plan around a surprise. Sequencing a multi-bay property one side at a time is sometimes the cheaper answer even though it takes longer.
Access, Staging and Who Signs
Steep, narrow, wooded streets, tuck-under garages, single-track or unpaved driveways and winter snow storage all limit where a rig can park and how material reaches the door. Add a mountain highway approach subject to chain controls and closures, and a crew that cannot reach the site loses a whole day rather than an hour.
That is why access gets confirmed with the agent before a date is committed, not on the morning. Where a permit or inspection is involved, the Building and Safety Division is at 39707 Big Bear Boulevard and its inspectors work by appointment only, Monday through Thursday, which is another reason we plan the week backwards from Thursday.
May Is the One Month Both Windows Are Open
The Commercial Troughs Are May and November
The tourism year here has two peaks and two gaps. Ski operations ran from early December 2025 into mid and late April 2026, and the lift-served bike park runs roughly early June through late October, which leaves May and November as the months when a property can actually be taken offline.
Those are the months an owner or manager will say yes to losing the building. Any contractor who ignores that calendar is quoting into a booked house and will be told to come back later. The same is true of commercial rooms in the city, which empty on the same rhythm.
The Slab Cures Reliably June Through September
The thermal calendar does not line up with the commercial one. Only June through September carry a normal mean temperature at or above the mid fifties, while three months of the year have a normal daily high below 50 degrees F and six months carry a normal daily minimum below freezing.
November is simply not workable for an unheated slab, with a normal mean around 40 degrees F and a normal daily low near 28. May is marginal rather than comfortable, sitting near a normal mean of 51.5 degrees F. These are climatological normals from the 1991-2020 period, not a forecast for any particular week.
So May Is the Overlap, and Everything Else Is a Trade
Put the two calendars on top of each other and exactly one month works on both counts. May is the single month where commercial availability and curing conditions both just barely hold, which is why we book Big Bear Lake work early and hold those dates.
Outside May the choice is honest and unavoidable: work in an occupied summer building, or work on a cold slab with supplemental heat, containment, monitored surface temperature and a chemistry chosen for low-temperature cure as a priced line item. What we will not do is pretend the constraint is not there.
Substrate and Product Decisions on a Mountain Slab
Freeze-Thaw, Snowmelt and a Slab That Has Sat Cold
Six months of normal daily minimums below freezing is a genuine freeze-thaw regime, and it works on the exact slabs a coating has to bond to: spalled joint edges, scaled surfaces and de-icing salt damage concentrated at the door line. None of that shows through a coating; it shows in whether a coating stays bonded at all, which is why the prep conversation comes first.
Snowmelt infiltration and a cold slab under warmer interior air are both condensation mechanisms, and the five-degree margin above dew point is easier to violate here than anywhere on the valley floor. A house closed up unventilated for weeks reads differently from one lived in.
Moisture Testing Across a Mostly Pre-1980 Stock
59.6 percent of the housing here predates 1980 and only 14.0 percent was built in 2000 or later, so the moisture question is live across nearly the whole inventory. Every garage slab we quote gets tested regardless of build year, because the California Residential Code exempts garages from the under-slab vapor retarder requirement.
ASTM F2170 in-situ relative humidity probes read a state inside the slab at 40 percent depth, ASTM F1869 calcium chloride reads a rate at the surface, and the thresholds live in ASTM F710 rather than in either method. An ASTM D4263 plastic sheet is indicative only, since a positive fails a slab and a negative proves nothing. The reading goes into the proposal before material is ordered.
South Coast AQMD Rule 1113 Sets the Category
The district boundary puts this city inside South Coast AQMD, settled by coordinate against the state air resources board’s own published air district boundary layer. Rule 1113 therefore governs product selection here exactly as it does on the valley floor.
Practically that is a 50 g/L VOC ceiling on a floor coating, a 100 g/L ceiling on an industrial maintenance coating, no product qualifying under both headings, and a subsection (c)(6) restriction that keeps industrial maintenance coatings out of residential work altogether. A detached workshop or a snowmobile barn on a residentially zoned parcel is a residential property under that rule however hard its floor is worked.
