March ARB, CA

Serving March ARB

Commercial and institutional epoxy flooring in March ARB, quoted against whichever of three permitting authorities governs the building.

Highland Epoxy Flooring asks one question before quoting epoxy flooring in March ARB, and it is not about the floor. It is which of three separate authorities governs the building the floor sits in, because the answer changes the contracting path, the lead time and sometimes the specification.

That sounds like an administrative detail. It is not. One piece of ground here is divided between federal authority on the active installation, Riverside County over the reuse land outside the airport, and a joint-powers authority that kept the airfield, and the boundaries between them moved recently.

This is also, plainly, a commercial and institutional market rather than a residential one. We have spent more than 20 years quoting floors across this region and we would rather say that at the top of the page than write a homeowner pitch into a place that cannot support one.

Which of Three Authorities Governs the Building

Federal Ground: The Active Installation

March Air Reserve Base is a United States Air Force Reserve installation hosted by the 452d Air Mobility Wing, with Fourth Air Force headquartered there and Army, Navy, Marine Corps and National Guard components also present. Construction on that ground is federal work rather than city- or county-permitted work.

There is no city government and no city building department, because this is a census-designated place rather than an incorporated city. What the contracting route actually looks like for a given federal project is something we confirm with the customer rather than assert from a template, since it varies and getting it wrong wastes everyone’s time.

Riverside County TLMA Since July 1, 2025

Effective July 1, 2025, land use authority over approximately 3,600 acres of former March Joint Powers Authority territory outside the airport passed to the County of Riverside under a newly adopted March Area Plan. That ended an arrangement that had run since March 11, 1997.

For anyone quoting work on that land, the practical consequence is simple: planning and permitting questions now go to Riverside County’s Transportation and Land Management Agency. A specification written against the previous arrangement is pointing at the wrong counter, and that is a recent enough change to catch experienced people out.

The Airport Stayed With March JPA

March Joint Powers Authority, formed in 1993 by Riverside County and three neighboring cities and federally designated as the local redevelopment agency for the realigned base, retained the airport through the March Inland Port Airport Authority. Its governing commission seats eight elected officials, two from each member jurisdiction.

So the airfield and the land around it are not under the same authority even though they look continuous from the road. On a campus where one tenant’s building and the next one may answer to different bodies, confirming which regime applies is the first line of the estimate rather than an afterthought.

Working Inside the Fence

Access and Clearance Add Lead Time Ordinary Jobs Do Not Carry

Site control on an active installation is governed by security rather than by street width. Crew lists, vehicle access, escort requirements and equipment inspection all sit ahead of the first day of grinding, and none of that compresses because a schedule is tight.

We build that lead time into the proposal instead of discovering it. A coating crew that cannot get a dust extraction trailer through a gate on the morning it was promised has not had a bad day; it has had a planning failure that was visible weeks earlier.

Sequencing Around a Facility That Does Not Close

Operational buildings do not shut down for a floor. That pushes the work toward phased areas, night and weekend windows, and hard containment so that grinding dust and coating odor stay inside the work zone rather than migrating through a building that is still running.

It also puts a premium on return-to-service rather than on finish selection. We state foot-traffic and vehicle-traffic times separately in writing, because a facility manager is planning around those two dates and a single vague cure figure is no use for that.

Historic District Buildings and the Slabs Under Them

The March Field Historic District was listed on the National Register on December 6, 1994. It was laid out to 1920s City Beautiful planning principles in Mission Revival style by master architect Myron Hunt, with a period of significance running 1928 to 1943, and much of its construction used hollow-wall concrete methods.

Slabs of that era predate routine under-slab vapor retarders entirely, so moisture testing is scope on that stock rather than an upsell. We use ASTM F2170 in-situ relative humidity probes or ASTM F1869 calcium chloride, with acceptance thresholds taken from ASTM F710, and we treat ASTM D4263 plastic sheet as indicative only because a positive fails a slab while a negative proves nothing.

Floors on the Reuse Land

The Land Use Table Says What the Market Is

The County’s own March Area Plan designates 1,109 acres as Business Park and 800 acres as Industrial, against 61 acres of Historic District residential, with further acreage in public facility, medical campus, mixed use and open space. That distribution is the market description, and it is not a residential one.

What those designations buy in practice is warehouse and distribution floors, business park tenant space, institutional buildings and facility work. Nobody in that conversation is choosing a flake blend; the specification turns on moisture mitigation, mil build, joint treatment, chemical exposure and how quickly the space comes back into use.

Distribution and Food-Handling Slabs at Meridian

Meridian Business Park is the built product on that land, and its tenants over time have included McLane Foods, Fresh & Easy, Kia Motors and Sysco Foods, with Sysco completing a facility of roughly 500,000 square feet. Food distribution and automotive parts operations put very different demands on the same kind of slab.

On food-handling areas the honest claims are cleanability, slip resistance measured as DCOF, thermal shock resistance and an integral coved base at the wall. There is no federal approval list for flooring, so any product presented as federally approved for a food operation is being sold on a certification that does not exist.

Joints, Striping and the Details That Decide Longevity

On a large power-troweled slab the coating rarely fails in the field. It fails at the joints, at the dock edge and wherever a forklift turns in the same spot every shift, which is why sound saw-cut joints get filled with a semi-rigid epoxy joint filler that supports the joint edge under wheel loads.

Marking and striping get laid out to the operator’s own standard, because the widely repeated claim about a mandated stripe width and color has no basis in the general industry standard people cite for it. We ask for the tenant’s marking plan and use a stripe product compatible with the base system rather than whatever traffic paint is available.

What This Page Deliberately Is Not

There Is No Ordinary Garage Floor Market Here

The Census identifies 22 owner-occupied housing units in this place, against a margin of error of 35, which is a figure statistically indistinguishable from zero. Of roughly 596 occupied units, 574 are rentals, a renter share above 96%.

So we do not write a homeowner page for this location, and we do not imply a retail residential market that the published data cannot support. The work we are actually equipped to quote here is commercial, industrial and institutional: tenant space, facility floors, distribution slabs and the occasional historic building. Saying so costs us nothing and saves a prospective customer a phone call.

Green Acres Is a Managed Portfolio

Green Acres, built as base housing, carries a Historic District land use designation covering 61 acres at two dwelling units per acre. Uses are restricted to continued residential occupancy or limited service and retail that maintains the district’s historic integrity, and no additional development is permissible there.

That is a design-restricted, non-expanding enclave, and any floor work in it is a portfolio or contract conversation rather than a homeowner one. Policy in the area plan also calls for preserving architectural character to complement the Mission Revival buildings nearby, which is a real constraint on anything visible.

Product Selection Under SCAQMD Rule 1113

This ground sits in the non-desert western portion of Riverside County, inside the South Coast basin, so SCAQMD Rule 1113 governs coating VOC content. Floor coatings are capped at 50 g/L and industrial maintenance coatings at 100 g/L, and the two categories are mutually exclusive by definition.

Subsection (c)(6) prohibits any person from applying or soliciting the application of an industrial maintenance coating for residential use, and that reading holds regardless of who owns a dwelling. A residence is a residential property however institutional the landlord, so residential and commercial scopes get quoted from separate product lines. Inland heat then governs the schedule: pot life on a published product runs about 60 minutes at 55 degrees F and roughly 20 minutes at 95 degrees F, so we read the slab rather than the air and mix in small batches.
