Serving Redlands

Epoxy flooring for Redlands homes and retail back-of-house, with the permitting authority confirmed per address before a start date is promised.

Highland Epoxy Flooring has been installing epoxy flooring in Redlands for more than twenty years, and the first thing we settle on a new job here is not the resin system. It is which building department will inspect the work, because two of them hold authority inside what a map draws as one city, and the address on the proposal does not tell you which one you are dealing with.

That reads like a technicality right up until a crew loses a morning to it. A submittal filed at the wrong counter is not fixed with a phone call; it is refiled somewhere else, on that office’s queue and that office’s calendar, and the start date the customer was given quietly stops being real. So we settle the question first.

Everything downstream of it — the coating category the law allows us to use, the prep we specify, the week we can hold open on a truck — depends on that answer being right the first time. What follows is how we actually work a job in this city, jurisdiction first, surface preparation second, and the product selection very nearly last.

Two Permit Counters Inside One City Boundary

An estimator kneels on a bare swept garage slab seating a cap into a drilled relative humidity test sleeve.

The City Counter at 35 Cajon Street

The City of Redlands runs its Building & Safety Division inside the Development Services Department at the One Stop Permit Center, 35 Cajon Street, Suite 15A, where Building & Safety, Planning, Engineering and Fire permit services are all handled from a single counter. The published window is 8:00 AM to 4:30 PM, and the direct line for Building & Safety is (909) 798-7536.

The wrinkle a contractor learns the hard way is that this counter closes every other Friday. We check the city’s own calendar before anyone drives over rather than assuming a five-day week, and we treat Thursday afternoon as the practical end of any same-week interaction. That single habit has saved more scheduled start dates than any other piece of local knowledge we carry.

The County Counter at 385 N. Arrowhead Avenue

Redlands completely surrounds an unincorporated San Bernardino County enclave of roughly 1,000 acres, known locally as the Donut Hole. Buildings inside it carry Redlands mailing addresses like everything around them, but plan check and inspection there run through San Bernardino County Land Use Services, Building & Safety Division, at 385 N. Arrowhead Avenue, First Floor, in San Bernardino.

That counter keeps a straight Monday-through-Friday schedule, 8:00 AM to 4:30 PM. Two authorities, two calendars, and nothing on an envelope that separates them, which is why we confirm jurisdiction address by address rather than by mailing city before a start date goes into writing. We have never regretted asking and we have watched other trades regret not asking.

The City’s Own Employer Schedule Shows the Split

The city does not hide any of this. Its FY2024 principal-employers schedule lists seven employers in a separate block below its own: Burlington Coat Factory Distribution Center at 824, an Amazon Fulfillment Center at 500, Target at 235, Lamps Plus at 205, The Home Depot Distribution Center at 190, Becton Dickinson Distribution at 125 and a Kohl’s store at 119.

That block totals 2,198 people working at Redlands addresses the city does not permit, and the city’s annual financial report states the reason plainly, that it fully encapsulates a county pocket containing a retail center and a significant industrial area. We do not publish where the enclave’s edges run, because no boundary map settles it for us, and a guess helps nobody.

Retail Back-of-House Work Behind a County-Permitted Storefront

Citrus Plaza and Mountain Grove

Citrus Plaza runs about 545,008 square feet anchored by Target, Kohl’s and Barnes & Noble. The adjacent Mountain Grove center adds roughly 470,082 square feet behind Nordstrom Rack, Hobby Lobby, Ulta and Nike, and together with a 281-unit apartment project and a 110-room Residence Inn the two form a roughly 120-acre mixed-use complex.

Citrus Plaza opened in 2003 on unincorporated ground approved by the county without city consent. Every coating scope we write inside that complex therefore starts from the county’s process rather than the city’s, even though the tenant’s letterhead and our own invoice both read Redlands. Caught at the quoting stage that distinction costs nothing at all; missed, it costs a trip and a week.

What a Stockroom Floor Actually Has to Survive

Retail back-of-house is a different animal from a sales floor. Receiving corridors, stockrooms, compactor rooms and food prep areas take pallet jack wheels, dropped cases and constant damp mopping, and the failure on those floors almost always begins at a control joint or a saw-cut edge rather than out in the middle of a bay where nobody is looking.

So we fill joints with a semi-rigid epoxy joint filler, shoulder to shoulder, so the edges are supported instead of unsupported. Cracks get repaired before any primer goes down, mil build is checked wet with a wet film thickness gauge rather than back-calculated from gallons purchased, and slip resistance is specified as DCOF anywhere the floor gets wet in normal use.

Working Around a Center That Does Not Close

An operating retail center gives you the hours it is not selling, which usually means overnight and in sections. We phase the work so a receiving aisle stays usable through the night, stage material inside rather than at an open dock, and set the recoat window against when the crew can actually be back on the slab rather than against a product’s best-case number.

Inland heat runs the other half of that arithmetic. Slab temperature drives pot life from roughly sixty minutes at 55 degrees F down to about twenty minutes at 95 degrees F on the same published product, with the recoat minimum collapsing from twenty-four hours to six. Summer work here gets early starts, small batches and a surface temperature reading before mixing.

The Coating Category Gets Chosen Before the Product Is Ordered

Two VOC Limits That Cannot Both Apply

Under South Coast AQMD Rule 1113 the ceiling on a floor coating is 50 g/L VOC, while an industrial maintenance coating is permitted 100 g/L, and the rule’s own definitions hold those two categories apart as mutually exclusive. A product is in one or the other. It does not become an industrial maintenance coating because the wear on a particular floor happens to look heavy to the person buying it.

Redlands sits in the non-desert San Bernardino Valley portion of the county, inside the South Coast basin, and the district operates a named air monitoring station here within its monitoring network plan. The limits are not a distant regional generality on this page. They are the numbers the material we bring to a Redlands address has to meet on the day.

Subsection (c)(6) and the Line It Draws

Subsection (c)(6) prohibits applying, or soliciting the application of, an industrial maintenance coating for residential use. A stockroom inside a county-permitted anchor store and a two-car garage a few blocks away inside the city limits are simply not the same product decision, and what separates them is a legal category rather than a preference about durability.

We quote residential and commercial work from separate product lines for that reason. It also means the sales conversation itself is regulated, because offering the higher-VOC category for a home garage is prohibited whether or not a pail is ever opened. We would rather explain that once at the estimate than have an owner wonder why a product name changed later.

The Moisture Number Goes In the Proposal First

We measure slab moisture to ASTM F2170 using in-situ relative humidity probes set at forty percent of slab depth, and the reading is written into the proposal before any material is ordered, because moisture-driven failure is the single thing most coating warranties exclude. ASTM F1869 calcium chloride is there when a surface emission rate is the number a specification wants instead.

Both pass-fail thresholds live in ASTM F710 rather than in the test methods themselves, and ASTM D4263 plastic sheet is indicative only and asymmetric, since a positive result condemns a slab while a negative one proves nothing at all. Every garage gets tested regardless of age, because the residential code exempts garages from the under-slab vapor retarder requirement.

Adaptive Reuse Downtown and a Review Step in the Schedule

Demolition Over Fifty Years Old Goes to the Commission

An ordinance adopted in 1986 created a seven-member Historic & Scenic Preservation Commission that meets monthly on the first Thursday. Demolition of any structure over fifty years old requires that commission’s approval, whether or not the building carries a designation, and the city holds eight locally designated historic districts alongside two National Register districts.

A floor coating is not a demolition, and we do not pretend otherwise. But on an adaptive-reuse job the coating is one trade inside a larger scope that often does include removals, and a commission that sits once a month is a real fixed date on somebody’s critical path. We name the authority, ask what the project has already cleared, and build our week from the answer.

A Packing-House Slab Is Not a Warehouse Slab

Fourteen citrus packing houses stood downtown at the industry’s 1928 peak. The Mutual Orange Company building, now Redlands Public Market, is a contributor to the Santa Fe Depot National Historic District and still carries its brick walls, arched doorways, skylights, service elevator and basement, and floors of that vintage behave nothing like a modern industrial pour.

Concrete that old grinds unpredictably across a single room. We open the profile mechanically to a named ICRI concrete surface profile with diamond grinding rather than acid etching, and we choose diamond segment bond against the hardness of the slab actually in front of us, on the counterintuitive rule that hard concrete takes a soft bond and soft concrete a hard one.

Booking a Grind-and-Coat Week Across Two Counters

Removal of a failed prior coating is its own line on our proposals rather than an assumption buried inside the word prep. Old one-part paint, a store-bought kit or a mastic residue has to come off mechanically first, and how much of it there is changes the grit sequence, the tooling on the machine and the number of days we need the space.

Then the calendar gets built backwards from whichever counter holds authority for that address. Work inside the city is squeezed against a counter that closes every other Friday, while work inside the county enclave runs against a full five-day week. Getting that right is the difference between a schedule we can hold and one we end up apologizing for.
